AN UPDATE ON THE LEGISLATIVE FRONT (sent on behalf of Mark Hoeger)

Dear Friends of Nebraska Films,

Our hero, Senator Colby Coash, has come up with an new plan to encourage film production in Nebraska.

The legislation is LB863 and the hearing is in front of the Urban Affairs committee; the hearing will take place this Tuesday, January 31 at around 1pm at the Capital in Lincoln.

We at the Nebraska Film Association are optimistic (guardedly) about this particular Legislative Bill's chances of passage because it addresses the objectives of the opposition.

In the past, opponents of film incentives have successfully (but we think inaccurately) argued that the State should not spend scarce resources to promote an industry with dubious returns for Nebraska's economy.

However, LB863 gets around this objection by simply stipulating that film production is an industry that qualifies for local incentives already offered to other industries and paid directly by individual cities and villages.

LINCOLN GRANT INFORMATION SESSION RESCHEDULED FOR THURSDAY, FEB. 10

Due to inclement weather, NE Arts Council Grant Information Session has been rescheduled for Thursday, February 10 at 1:00. The workshop will still be held at the International Quilt Museum & Study Center (address below).

Where would I find U-Matic or Betacam equipment?

I am planning a music video, and I want it to look like one of those mail-order record offers that were popular in the 1970s and 80s. My preference would be to use period equipment (especially in post-production for the on-screen text) to make it seem like it is from the period. I really want it to have that "Three's Company" feel.

Is there someplace in or near Lincoln that still rents 3/4-inch or Betacam equipment? If it's harder to get the camera equipment, is it possible to do a transfer from digital media to Betacam or U-Matic, depending on what's available for post?

Any ideas, even bad ones, would be appreciated!

Senator/Actor Coash touts film incentives

Greetings once again:

Last week we sent you a video interview with State Senator Heath Mello ( Omaha ) as he explained the positives that more film projects can bring to Nebraska ’s economy. Today, the Omaha World Herald published a story in which another member of the Legislature, State Senator Colby Coash (Lincoln), climbs aboard to advocate for state film incentives for film makers.

Coash, who is also a local actor, just wrapped filming on a production entitled “The Summer Before”. Senator Coash plans to carry his experience into the Nebraska Legislature next year when he joins the fight to bring film incentives to the state (link to story below):

Film Tax Incentives get Movies Made in (YOUR STATE HERE)

(CNN) -- "The Blind Side" could have been filmed anywhere, says Tim Bourne, an independent producer who worked on the film. But there's a reason producers brought the project to Georgia: money.

"There's nothing in [the movie] that couldn't have been shot in any midrange urban setting. The reason, and the sole reason, it was shot in Georgia was the tax incentives," he said.

Georgia boasts one of the highest tax credits in the United States: a 20 percent base tax credit, with an additional 10 percent if a Georgia logo appears somewhere in the project. The Oscar-nominated "Blind Side" is one of many films that's taken advantage of the incentives to shoot in the Empire State of the South, incentives that also include a diverse set of locations, state-of-the-art facilities and large production crews.

Part 1: “In The Darkness” team: pioneers on ‘the verge of madness’

In The Darkness is not your average feature film release. Bypassing all traditional distribution routes, the team behind the film is ready to embrace the digital age through the online-only launch on Hulu.com. The film is the second release from “April Showers” director Andrew Robinson and producer Jenna Edwards through their new production company Mattoid Entertainment.

This is Hulu’s first exclusive film launch, which, if successful, could change the game in film distribution and marketing. Showcasing a feature-length film premiere online, for free, is unprecedented at this scale.

“During the [release] of “April Showers,” I learned a lot about distribution,” said producer Jenna Edwards. “Other platforms can be expensive and the returns are not always that good. Film marketing in general has changed so much that you can’t really just be ‘just a filmmaker’ anymore. You also have to take charge of the distribution and marketing of your film.”

Filmmaker incentive bill, take 2 (Omaha World Herald)

LINCOLN — Shoot a film called “Nebraska” in Oklahoma?
State legislators were told Wednesday that's a distinct possibility because Nebraska is one of only six states that don't provide incentives for filmmaking.

As a result, “Up in the Air,” the hit George Clooney movie whose plot was based in Omaha, was filmed mostly in Missouri and Michigan, which do have tax incentives, said State Sen. Heath Mello of Omaha.

About a day and a half of filming for “Up in the Air” took place in Omaha — mostly at Eppley Airfield — but the city missed out on six weeks of filming and economic development.

“The reason was simple: Nebraska did not have existing film production incentives to compete,” Mello said.

The senator is making a second attempt at creating incentives for the production of films, television shows and commercials, after a proposal was killed last year.

Equipment available for Checkout

Love Library has digital cameras, digital camcorders, digital projector, external hard drives, digital audio voice recorders and microphones for UNL students to check out.

In order to check out equipment from Love Library, a user must first receive a short orientation on how to use that piece of equipment and sign an Equipment Use Agreement form. Training is available in the Media Services department in Love Library's second floor. You must present your NU ID card for the orientation and everytime you check out the equipment.

Once you've gone through orientation, you can check out the equipment for which you have been trained to handle. You do not need to go through training every time you check out an item, unless it is a piece of equipment for which you have not yet been trained.

Review: Public hearing on LB 1073... 2/3/2010

We packed Room 1524 of the State Capitol Building for the public hearing. The room was nearly full with supporters, Filmmakers, Screenwriters and Teamsters. Senator Mello introduced LB 1073, systematically stating all the benefits that Nebraska could gain by passing tax incentives for Film and TV. Special attention was paid to the financing of the bill, with extensive discussion on keeping it Revenue Neutral. The senators seemed truly receptive, after answering questions about the long term stability of film industry transactions, and the benefits of creating a culture of young Creative Professionals. While there is still work to be done, Senator Mello did a thorough job of diffusing any and all lingering misconceptions of this bill.
